What do I need to become a dealer?

The primary requirement for setting up a Spice Gas ALDS under the Dealer Owned Dealer Operated (DODO) model is identification of a suitable tract of land.

For land which is located within the city limit the minimum area required is 8,000 sq. ft. with a frontage of at least 30 meters. Land which is located within the municipal corporation must have a frontage of at least 36 meters. Plots situated on crossroads are not suitable for setting up an ALDS. The minimum distance from the corner must be at least 90 meters.

Land which is located on the State Highway must have a minimum area of 15,000 sq. ft. For lands which are on the National Highway, permission for approach must be obtained first. No new ALDS are permitted to be established within 1 km of an existing fuel pump on the same side of the road and within 300 meters on the opposite side.

Typically, the application for the No Objection Certificate is governed by several statutory requirements laid by the government (Department of Explosives), Local governing bodies as well as the National Highway Authority. Such requirements are listed in the SMPV (unfired) rules 1981, OISD 210, the taskforce report on ALDS and other similar orders and regulations. Amongst others, the rules specify the minimum required distances between the Tanker Unloading Platform, Dispenser, Sales Office (Control Room), Plot Boundary etc. The plot sizes recommended above are needed for maintaining requisite safety distances between the ALDS to adjoining properties / buildings and roads as per these rules.

Additionally, the plot sizes recommended above provide adequate space for putting up an Auto LPG Kit Retro-fitment Center and also additional Dispensers with underground tanks for future use to increase the capacity at minimum cost.

Larger plot size is recommended for sites on National Highways, keeping in view the much larger distance required from the highway centerline (as per NHAI Guidelines) and the prospect of widening of roads in the future.
